Lifeline / Link Up Service
The telephone companies in Missouri have
agreed to reduce the installation and monthly service costs
of telephone service for certain households. Citizens Telephone
has two programs to help. Link-Up Missouri
is a program designed to reduce the installation charges for
households that do not currently have telephone service and
Lifeline is designed to reduce the
services rates for the elderly or disabled.
Link-Up
Missouri
The Link-Up Missouri program is intended to Link-Up
households that do not currently have telephone service. Link-Up
Missouri provides a 50% reduction of the service connection
charges up to a maximum of $30.00. This discount DOES NOT
apply to other charges that may be required before service
is hooked up (such as inside wiring, security deposit, etc.).
This program does not help pay the regular monthly telephone
bill. These reduced charges shall be assessed only for a single
residential telephone line per eligible household at the principle
place of residence. Link-Up assistance is available for a
second or subsequent time only for a principle place of residence
with an address different from the residence address where
assistance was previously provided. The customer must participate
in one of the following programs:
- Medicaid;
- Food Stamps;
- Supplemental Security Income (SSI);
- Federal Public Housing Assistance Program; or
- Low Income Home Energy Assistance Program.
The customer must sign, under penalty of perjury, a document
certifying:
- He/She is receiving benefits from one of the programs
above;
- Name of the program(s) from which they are receiving
benefits; and
- That he/she will notify the company if he/she no longer
participates in the program(s) above.

Lifeline
Lifeline is a program designed to offer reduced rates
for monthly telephone service to elderly or disabled customers
who meet the eligibility standards for the program. Persons
who meet the following requirements may be able to receive
a $1.75 per month reduction of the basic residential telephone
service rate and a $5.00 per month reduction of the FCC End-User
Subscriber Line Charge mandated by the Federal Communications
Commission (FCC). This equals $6.75 per month discount. In
order to qualify the customer must participate in one of the
following programs.
- Medicaid;
- Food Stamps;
- Supplemental Security Income (SSI);
- Federal Public Housing Assistance Program; or
- Low Income Home Energy Assistance Program
